Why do guys even confess when they know they couldn't commit to begin with? Is he just playing me or what.

I can't stop thinking about this guy who likes me and I like him too. Thing is, he was the one who first confessed to me and made me like him back too. Now that I am in love with him he doesn't want to take our relationship further because of 1.) He is 7 years older than me. 2.) He isn't local and is having visa problems. 3.) He thinks I would forget him after awhile and I would meet better guys than him.
It got me so angry and hurt. Why did he even confess to me in the first place if he didn't want me to be his girlfriend?!
Everyone around thinks he is my boyfriend because of the way he is protective around me. But the truth is we were never a couple and he promised he would call me back but never did. It was later that I found out he had returned to his country without even telling me.
He would be returning after one month (which should be today actually..) and if he returns what am I going to do? Should I confront and ask him why he didn't call me and tell me he left? Or should I just forget it and let him be? If he really wants me back he would contact me soon. But If he were to contact me - should I ignore him? Or should I give him another chance because I know he had to go back because of Visa problems.
I feel really confused about our relationship and I really want him but I have my pride too. I don't want to look like i'm so clingy and beg him to be with me. I want him to want me too.
What should I do?? I can't stop thinking of him and sometimes I would wake up crying, thinking about him.
I just really want to know if we still stand a chance together?
Or I should really start forgetting about him..
